Jackson does have a tail, it's the same color as the slightly darker color near his butt. It's also rather short - sort of like this, except fluffy and his species/colors!
They can be drawn separately or together, either is fine!
Barnes can talk, but Jackson can't. It's unclear if Jackson is actually mute or if he just chooses not to make any noises, but either way he's incapable of speaking words!
