Woltze is the young heir of the Blackborne medical and political dynasty of Chiron City, succeeding the title from his father, Rudolf. He acts as his father's shadow, attending political events and meetings, and occasionally speaking or acting on his behalf due to his father's deteriorating health. Although he is Rudolf's own son, he is frequently assumed to be a servant or apprentice until told otherwise. There is much gossip surrounding him and his family around Chiron, magnified by his frigid demeanor and noble lineage. As a young man, he has learned to ignore the blatant stares and whispers of those around him and stare coolly ahead whenever he goes out.

He stands at 5'8" with brown skin and thick, blunt-cut and straight purple hair that grows just past his right eye. His physique is very lean and small, which can be, to an extent, concealed by his typical attire; oxford shoes with a slight heel, inverness capes, tricornes and tophats. Most of his height is in his slender legs. He wears a lace jabot, the brooch inscribed with the Blackborne family crest. He is always dressed well and often walks with a cane.

Woltze's left eye is black, while his right is a clouded and faintly luminescent blue. It is also esotropic due to degenerative glaucoma, a disease seen in the Blackborne men for generations. Due to his blindness, he tends to turn his head to the right while facing others to see them better. He is never seen without black leather gloves and a ring bearing the Blackborne seal on his right pointer finger. His face is rather youthful looking, causing many to assume he's younger than he actually is. His ears are pierced and have been since he was six.

Beginning as a small clan of magic users blessed with the ability to soothe the pain of others, the Blackbornes became leading figures and the symbol of Chiron's independence during the war nearly one hundred years ago. Lead by Woltze I, the patriarch of the family, the Blackbornes poured an endless stream of wealth into the war efforts and supplied medical aid to soldiers and civilians. Gaining a great deal of political power and reverence as the war raged on, the Blackbornes' honorable reputation was solidified when their hospital was bombed, making the head of the family and his second son martyrs in death. When the war ended and the hospital was rebuilt, the new head of the family went on to continue various philanthropic endeavors, and the Blackbornes are now one of the most respected and famous families in Chiron history.

While on holiday when he was 20, Rudolf met a young woman named Lín, whom he had a brief relationship with before his return to Chiron. As his aunt and father arranged a marriage with a distinguished family from another city, the plans completely fell apart upon Rudolf's second visit to Lín's country and his discovery that she was pregnant with his child. In order to spare the family of the shame of their son having a child out of wedlock with a foreigner, they arranged for Rudolf to return to Chiron with Lín on his arm and quickly married the two, despite barely knowing each other and having a nearly insurmountable language barrier. Rumors were whispered around the city of the strange circumstances, but the union soon worked in Rudolf's favor, who was hailed as a benevolant humanitarian for marrying a woman with lower status.

Born just prior to when his first child would receive The Tower as the future heiress of the Blackbornes, Rudolf decided to pass the title, and The Tower to his second-born child, a son, instead. However, Woltze showed not the slightest promise of being a capable heir to the family. He was fearful of everything, became mute in front of strangers, and could hardly speak to his own family without stuttering or tearing up. Woltze was extremely sensitive and clung to his mother for as long as he could in fear of his great aunt Caroline’s squawking and his father’s disapproving gaze. The only thing he seemed to care for was playing chess with himself, scribbling inside sketchbooks, and his sister’s forgotten dolls. Whenever he was left to his own devices, he seemed to be in his own world, separate from reality, not hearing those who spoke to him unless they were viciously reprimanding him.

Woltze's sister Yvette was everything he was not; and yet, he was an avid magic user. With this Rudolf continued to groom him for the ritualistic transplant of The Tower, much to the displeasure of his aunt, who persisted that Yvette should be head. An illegal magical artifact and the secret to the Blackbornes' healing abilities, The Tower was implanted in the eye upon a Blackborne boy's sixth birthday for generations without incident. However, the transplant of The Tower to Woltze had gone horribly wrong. Rather than integrate with his entire personality, The Tower latched onto a piece of his fractured mind that was locked up and hidden away inside of Woltze. It completely rejected Woltze's body and mind for a vessel. Unlike any case before, Woltze began going blind in his transplanted eye, and The Tower became its own distinct personality with a seperate conscience from Woltze. Despite seeing her own nephew in immense pain, Woltze's great aunt couldn't help feeling satisfied that she had been right.

Woltze has done everything in his power to live up to the standards of his father and great aunt. As a result, he wears a stoic expression at all times, and his communications with others are extremely measured and straight to the point. He keeps everyone at arm's length and prefers for all of his relationships to have an air of business-like formality. His personality is often stifling to those who've just met him, his resting countenance sometimes feeling like a nasty glare. Still, Woltze will often go out of his way to assist others in need, and feels especially obligated to the citizens of Chiron. He has a soft spot for animals and likes talking to the birds in the aviary. He gets overwhelmed easily by crowds and noise, but has endless patience, even in the face of belligerence. An adept magic user, Woltze can sense and soothe the pain of others, but it's often at the cost of severe migraines.

Due to his authoritarian upbringing, he's become good at not showing his true intentions and likes to apply this skill in things like card games, gambling, and chess. Spending a lot of his time in the hospital and studying medical textbooks, Woltze is fascinated with the medicinal uses of wild plants and has grown adept at identifying them. He hikes often in the acres of woods behind the Blackborne mansion and likes observing the nature. He wishes to utilize herbs more in hospitals, taking inspiration from the practices of metal Everlings, but his ideas are brushed off by his father. He's a good person to have around in the case of a medical emergency, but prefers using his knowledge of stitching on fixing holes in clothes, sewing on buttons and the like. He shares the nasty habit of smoking with his sister, Yvette, but unlike her has no desire to quit.

Their families have been at odds with each other for generations, but somehow he became Woltze's best friend. The two bicker frequently over the mundane, but their friendship never wavers. They only meet in secret and during the bi-annual parties their families host. For some reason, he hates hearing about Maxim's new crushes and liaisons.

Woltze's elder sister by five years. They were constantly compared to each other in childhood, so they deeply resent each other. Woltze is jealous of her competence and believes that she would have been a better head of the family. She envies him in return for being chosen instead of her. They rarely speak despite living under the same roof.
