Cirrus is a lucky chimera Pokémon born in the Johto region's DayCare Center; a result of the accidental fusion of unstable DNA between a Dragonite and a Togetic. Coming from differing egg groups, the cause behind Cirrus's appearance is a mystery. Due to it's genetic abnormality, it was thought to be unable to compete or thrive in the wild, and kept sheltered due to fear of scientific experimentation. It resides instead in the DayCare where it was born, assisting Ethan's grandparents with the hatching and raising of Pokémon eggs. Although he rarely shows it, Cirrus is a very lonely Pokémon; always helping to foster hatchling Pokémon but never having many who stay behind for very long. Cirrus's trainer, Ethan, is often too busy adventuring around Johto to give Cirrus too much personal time. However, Cirrus still excitedly waits for Ethan; who brings him gifts from various places around the region, one of the few glimpses of the world outside he gets to see.

Born without wings, Cirrus's ultimate dream is to fly, delivering Eggs and Mail to trainers across the Johto and Kanto regions. You can often find him staring up at the clouds floating by on Route 34, and watching the sea's waves swell against the rocks. It hates cities and loud noises, despite living so closeby to Goldenrod City. When the noise from the city gets too loud, it sneaks out to hide amongst the puddles and tall grass for some peace and quiet. He doesn't leave the confines of his home often, and enjoys listening to stories about the world from visiting trainers.

Although Cirrus gets along well with the local Pokemon of Johto, his quiet and somewhat timid nature often leaves him prone to bullies. Due to being raised without the active presence of it's own trainer, Cirrus is less than skilled in Pokemon battles. He's quick to flee and shy away from competition, and would rather shy away from other Pokemon altogether than get involved in any scuffles. He's often found breaking up tussling young Pokemon under his watch in the DayCare.
