Having been spawned from the continuous dark energies emanating from The Hellscape, Axel is a dragon that manifested within The Mind's Eye one day. Because of his naturally destructive nature, he caused a lot of pandemonium in the Southern District before Record laid his violence to rest with a curse that not only shrunk him physically, but also heavily nerfed his powers.
Since then, his evil nature has diminished down into mostly harmless pranks and dark humored jokes and he spends a lot of his time pestering Ayvel in his study.
