[Related] When his sister began losing her way due to her husband's sudden leaving, Cecil had to take care of Jackson for the most part. The boy didn't like having to leave his mother, so it was a usual struggle between the two. However, Jackson's grown into a fine young man... even if he IS a famous criminal.
[Related] Back then Jackson always resisted attempts of his uncle trying to take care of him. All he wanted was to stay by his mom and maybe once just get her attention. But he's older now and he's thankful for all his uncle's done. Still, if he won't take on the Master Thief title, then Jackson will just have to do it for him!
Cecil is Cameron's boss. He's always trying to get that goof to stop playing around and take his job seriously. All he gets in return are short jokes.
Cameron acknowledges Cecil as his boss, but he still has tons of fun teasing the poor guy. He loves making fun of his height and his young looks, enjoying the angry reactions he gets. Occasionally he'll invite the chief to karaoke with him, although that could be just to watch the bar staff treat him like a child.
Like he is with Cameron, Cecil is Frederick's boss. Unlike Cameron, however, Frederick seems to mind his business and does his work diligently. He has a kind of attitude, the chief notices, with the way he blatantly ignore him at times.
He has no idea that Frederick is the Nightingale, and instead gets impatient with the lack of evidence the detective has gotten over the infamous assassin.
Frederick is aware that Cecil is his boss, but he does not respect him. He sees Cecil as a brat with a bad attitude, even if he's older than him. He'll do his work, but he won't interact with him otherwise.
Cecil is Daniel's boss. Daniel isn't the worst of Cecil's workers, but every time the chief is around him he seems to be messing something up in the most spectacular ways. He feels the need to keep a very close eye on him, as well as constantly yell at him and threaten him with demotion to get him to do his job right.
Daniel respects the Chief and tries always to do best, but things never seem to work out that way, especially when Cecil is within earshot. At this point, the fear of losing his job has become just as much of a motivation as his reasons for entering it. Daniel doesn’t intend to shrink back from Cecil’s reprimands and then fail to take them into account later, but it sometimes seems like circumstances are out of his control, and even when they aren’t he’s usually on edge from something Cameron’s recently said or done.
Cecil holds respect for Jey, knowing that he's a well-respected detective in the precinct. He was also one of the few people that never turned a cold shoulder to him or made fun of him for his youthful looks and short height. With all the chaos running around his precinct, let alone city, someone as nice as Jey is a breath of fresh air.
Works under him. He's seen Cecil from the very moment he started to where he is now, and he was one of the few people to not believe the accusation of him bribing his way into the chief position. Cecil is a hard worker! Sure he's overly-strict, but he's a good guy deep down.
[Related] Though not related by blood, Cecil always considered Gil to be like a son to him. When he had heard about Jey's disappearance, he went to the Walker household to do what he could to help. It started with stopping by with groceries now and then, possibly babysitting, but he soon fell in love with Gil's mother and married her, actually becoming Ellie and Gil's step-father.
[Related] Though not related by blood, Gil always considered Cecil to be like a father to him. His biological father had left when his sister was born, and when Jey disappeared there was no father figure left for him. Then Cecil came and helped take care of things, gradually joining the family.
[Related] When Jey disappeared Cecil tried to help out in any way he could. Eventually he fell in love with Ellie's mother and married her, becoming the two's step-dad. He was happy with how they turned out up until Ellie's decision on marrying into a mob. Though it wasn't something he approved of, it wasn't something he could condemn her for. After all, his nephew is a world-renowned thief.
[Related] According to her family, Ellie's biological dad left a little after she was born. By the time her grandfather disappeared, Cecil came to help out, eventually becoming her step-father. Now HE was the one she admired the most and looked up to. Everything she did was a copy of what she saw from him! It broke her heart when she had to leave him behind for Justis, though.
Cecil doesn't quite recall when Jekyll started working at his department, but one thing he was sure of was how talented he was! Jekyll does his work diligently and passionately, which is an awful lot more he can say about his other officers! All in all, Cecil thinks Jekyll is a wonderful cop.
Despite what some of his colleagues say about Cecil's small stature and (incredibly) youthful appearance, Jekyll feels an immediate respect for the Chief of Police. Cecil's sense of justice only makes him want to become a better policeman, which is why he works so diligently even if it's a very simple task. Getting approved by Cecil is a wonderful feeling, no doubt.
One thing that really irks Cecil is a criminal, so when Junia is racing down the road, breaking countless laws, he gets livid! He's always trying to catch her, but she's too fast! He'll get her one of these days...!!
The fact a cop goes after her and tries hard to make her face her dues is one of the reasons she WON'T ever stop. She finds the chases amusing, and if they ever met up normally she'd probably treat him like a good friend.
Cecil doesn't like criminals. He also doesn't like when his height is made fun of. So when this CRIMINAL keeps teasing him, Cecil can't help but see red! He'll catch Luke and arrest him if it's the LAST THING HE DOES!
"This is too easy..." This little, tiny, puny insect child of a police chief wants to arrest him? To Luke, this is the equivelent of seeing a leprechaun on a gold pot at the end of a rainbow.
Cecil is very proud of Ty and all his hard work. He may come off as intimidating and even brash, but he has a sharp sense of justice, of which the two often bond over. Ty also treats him like an equal, which is incredibly rare for the chief.
It's hard to get along with the cops when they up and get in the way of his evidence! But Cecil? Guy's great! His sense of justice is STRONG, and that's exactly what Ty looks for in a leader! He supports the chief in everything he does, and is ready to beat down anyone that makes fun of him.
Ryan is a good cop, Cecil admits that, but the guy can be such an airhead sometimes! He's always running around trying to high-five people! And the worst part is that even if it's not said, the chief knows-- he KNOWS-- that Ryan sees him as a child!
Ryan respects Cecil, he really does! It's just that...It's so hard to take him seriously with that cute little baby face of his. It makes Ryan wanna give him piggyback rides or something. He's gotten a lot better at resisting though, mainly because he doesn't wanna raise the possible chance of getting fired.
