One of the operatives accompanying Director Lykel on his investigation of the Cytone Center, Arsenio formally goes by OP-4. When Director Lykel recognized his voice, it was revealed he went MIA a few years back. Pandora (OP-5) has explained that Arsenio was accompanying her under her jurisdiction, as part of her supposed secret role in the Archive, which the Director has continued doubts about.

Arsenio's uniform varies from the others in that he wears one large pauldron. He seems somewhat wary and shy around the others and walks with a limp that is apparently new over the last few years, but Pandora waves it away as an expected change on their line of work.
