An invisible water child . They dont generate water, they pass/transfer it from one to another just like the concept of energy

Bluem is made out of magic. They can take control of water around them. Though the range must be very close to Bluem in order to transfer it to it's cape. The cape stores water incase bubbie runs out of it in order to move or do water attacks. Bluem is able to use any liquid to do their water attacks, they only do it on special occasions. They're also able to use it for daily activities, like watering plants, showering, cleaning, etc

Bluem is a shy but energetic child. They dont usually talk to people. They'll try their best to cheer up anyone. Can be very aggresive when their friends/famillies are hurt
