About...
Priori, one of the island Caretakers, heads the Agency's public relations division (and to some extent, HR, too). Where his partners are distant, off-putting, or controlling, Priori offers a breath of fresh air: calm, quiet, polite, and cheery, he seems naturally suited for the role. As such, he often finds himself fielding civilian concerns and presenting speeches or news to the masses.
Many of the island's residents have come to trust him as the Agency's face from sheer normalcy; seeing Priori head every festival and dispense information on the nightly television has left a powerful impression of someone kind, generous, caring, and eager to help.
Of course, they're not wrong - but not fully right, either. Priori is a rather private person at heart, keeping his own desires and wishes to himself. Though he enjoys assisting others, he also finds himself somewhat exhausted by their presence, and prefers most of all to be with his partners.
Personality...
Not naive, but a lot of people misinterpret him that way. Reflexively positive and generous, though highly perceptive. Doesn't forget slights, but also doesn't forget kindness, and values the latter more. Is a bit freakishly smart and attentive - never seems to forget a detail about someone else. Mostly reserved and quiet unless he's at work.
Great at giving birthday presents! Doesn't remember his own birthday anymore. :(

Abilities...
Flame: Aquamarine Flame, Dominion of the Reflection
Priori's Flame allows him to "mirror" the emotions of the person he's talking to, which compulses him to act exactly how they need in the moment - i.e. if they need comforting, commiseration, a hype-man, a scolding, etc. He can resist the compulsion through sheer force of will, but it takes effort.
Powers...
Priori has a god-given power to perfectly read other people's emotions and intuit their intentions/desires. He asked for this power, despite how similar it is to his Flame, because his Flame doesn't work on Quinten.
Artifacts...
Carries party poppers in his jacket at all times.
