Otoro was an adult male roc and a royal advisor in the Myna Kingdom before his death. He worked with Atlas and Laekces under Leopard, Moonshadow, and finally Lily upon her succession of the Myna Kingdom throne until he refused to work with her any longer, due to the Black Magic project. His confrontation with her that led to his death would later prompt the establishment of the Pale Rebellion.

Otoro was much larger and taller than the average roc, with a body shape resembling that of a crane. He had a long neck and legs, a large wingspan, and a long, rounded tail. Several large tufts of feathers extended from his head and neck, most notably a large crest on his forehead and two frills on each cheek. He had a pointed beak, two curved horns, and long ears. His feathers were mostly colored in varying shades of gray-brown, but his skin, beak, and sclerae were a pale pink color. He had several orange spots that tipped the dorsal sides of many of his longer feathers, including those that made up his crest, frills, primary wing feathers, and tail feathers. His horns, claws, and irises were orange as well. His talons were anisodactyl: having three toes in the front and one toe in the back.
Design Notes
- He didn't have orange spots on the ventral sides of his crest, frills, wings, and tail—they are only visible on the dorsal sides.
- The feathers with orange spots are strictly in groups of four, except for his tail, which consists of six feathers.
Otoro was very serious and straightforward and had quite the commanding presence. He was a natural-born leader and tended to assume this role whenever possible. He did not like to be told what to do, and in the case someone else tried to control his actions, he would frequently either attempt to push them out of their position of power or disobey them completely. He was somewhat of a perfectionist and felt the need to make sure everything was in order, including anyone under his command. Due to the environment he grew up and worked in, in his later years he hardly ever paid attention to anything trivial and preferred to focus on more serious matters. He rarely ever took time to himself and couldn't stand sitting around idly when there were things to be done. He tended to be very blunt and had a hard time showing affection to those he cared about.
Although he had overall good judgment and knew what was right versus wrong when it came to the bigger picture, at times he had questionable morals and tactics regarding how he got there. Throughout his life, he usually relied on others to be his moral compass. He had trouble in this area once he began working with Atlas and Laekces because of their similar tendencies to disregard the methods they used to get to their preferred 'good' outcomes.
Otoro had a rather neutral view of himself and didn't often either think highly of himself or put himself down. Despite this, he tended to doubt himself and have low self-confidence in tense situations. Without a plan in any time-sensitive or dangerous moment, he could shut down completely without proper focus or someone else there to assist him.

Council Member Under Lily
When Lily rose to power in the Myna Kingdom, not much changed for the Myna Council at first. Otoro, Atlas, and Laekces continued to serve under Lily's commands as they previously had under Moonshadow. Otoro questioned some of the things they were tasked with; however, Atlas and Laekces dismissed his suspicions. Eventually, he came to the conclusion that Lily's Black Magic project was indeed an abuse of her power and planned to start a rebellion to win her position back for Moonshadow. Lily heard word of his plans and had him executed before he could leave.
Learned Abilities
- Pyrokinesis: Otoro could create and manipulate fire. The orange spots on his feathers as well as his talons were capable of lighting on fire on command.
- Heat Resistance: Otoro's external body was resistant to high temperatures, so much so that he could touch and handle fire safely.
- Sonokinesis: Otoro could create and manipulate sound. He was able to use this for a variety of offensive and defensive purposes.
Atlas
Otoro's relationship with Atlas was rather strained. Due to Atlas's tendency to argue with Laekces and cause issues within the Council, Otoro constantly had to put him in line. Because Otoro was so blunt and serious even to those he loved, Atlas took it that he didn't like him, however, in reality, Otoro did care for Atlas and wished they had a better friendship.
Laekces
Similar to how Otoro treated Atlas, Laekces was constantly being given orders from Otoro due to his frequent bickering with Atlas. Laekces is more argumentative and rude than Atlas and had a genuine disliking for Otoro, which Otoro reciprocated.
Moonshadow
Moonshadow is one of few people Otoro was able to tolerate taking orders from due to the sympathy he held for her. [Work in Progress (i had to delete part of this cuz it got outdated but i really don't feel like rewriting it rn LMAO)]
Lily
Otoro, prior to finding out about the Black Magic project, held sympathy for Lily as he did for Moonshadow but otherwise did not have any sort of meaningful relationship with her. He tried to see her similarly to how he saw Moonshadow knowing Moonshadow loved her and she was her sister, but was never able to connect with her emotionally—especially since Lily never went out of her way to form a relationship with him. He remained suspicious of her which contributed to the rift created between the two and Otoro's eventual death.
- Otoro was originally going to be named simply "Oto", meaning "sound" (a reference to his sonokinesis ability and a no longer canon component of his story). It was lengthened; however, "Oto" remains a commonly used nickname of his.
