In the crime-ridden city they life in it's much likely people disappear through human trafficing. While supernatural creatures like to buy humans as pets, other humans also buy them, either to let them work for them or something more grim. Alejandro is one of them, buying now and then rather regularly humans for his place, letting them work for him. Those works can range from maid/butler to delivery up to actually partaking in the crimes.

He owns a few buildings and on the top floors of one of them he and his underlings live.
