He never could decide what form he wanted to evolve into... so he just decided to never evolve. He couldn't care less about the fact that he'll forever be somewhat weaker than his evolved kin, and is perfectly happy just the way he is ! He collects blankets and loves his plushies to death. Will bite if you try and take them away.
