Lynn Amenti

Lynn is a pseudo-legendary pokemon, born to a Victini father, who was a hybrid himself of a Victini and a Rotom, and a Buizel mother. His father was experimented on as 

a source of infinite energy, and he sheltered Lynn greatly when she was young so she'd avoid that same fate. Lynn, ironically, didn't even have the same issue due to being able to produce massive amounts of steam energy rather than electrical, which isn't even that viable in the current time. Because of her sheltered, protected upbringing, Lynn is very sensitive and kind, and more than a little naive. She currently is an adult, having moved away from her parents some time ago to start her own spa, using her own steam to fuel it. Because of her ability to generate steam, Lynn requires a massive water intake each day. 

 Lynn can take water - Or any liquid, really - and filter it, converting it to steam. Lynn has moderate to great mastery over her steam, being able to create things like solid clouds and heal and rejuvenate others with it. She doesn't have much offensive abilities, as well, which makes her a perfect (if often unwilling) punching bag.

Lynn has two forms - Full and Compact. Which Form she's in depends entirely on how much energy she has access to and how hydrated she is. She stays in her Full Form, usually, but if she overuses her steam or overexerts her body, or goes without food or water, she'll be forced into Compact Form to conserve energy until she can build up steam again, literally.
