Assigned as an agent but also does some work as a sort of security guard and policy-break reporter, because of his strong link to Big Bird and his subsequent ability to sense shenanigans to a frighteningly accurate degree, as though he can see everything, just like the multi-eyed bird. Even his actual human eyes have the same faintly-luminescent yellow sclera and concentric black rings around the pupil, which some of the other agents think warrants investigation, but it's never been looked into.
