He can draw in the moisture in the air and condense it into clouds or stored them as cloud-like lumps that make up his hair. If he stores up too much moisture his hair might start dripping, you know just like rain.
Mizuki can also release the stored moisture as a vapor-like mist that can increase in density in relation to the amount released. Basically he can literally have clouds floating around him.
