Story/world tidbits directly copied from a dm:

• Ghosts are an uncommon occurrence and they do not appear to humans often if at all. They only form/occur when they have been majorly wronged in life. Ghosts cannot interact with physical objects not gifted or dedicated to them.
• Eating enough of gifted foods allows ghosts to have physical forms for a short while
• Dragon lady was murdered before in a freak accident as she was passing through the city. She remembers how, when, and where she died, but does not want to act on revenge due to her nature
• she takes the form of a dragon to impress the townspeople who mistook her for a god. She wanted to live up to their expectations.
• She has a humanoid form but rarely takes it due to being always vigilant about people watching her from the shadows.
• She was mistaken as a weather god when she gave her prayers to someone who was passing by. miraculously the prayer worked and it rained for them.
• She tries her best to influence the weather now but she's not able to really well or at all. she has no powers other than changing her form.
• Likes giving help and advice, but her heart is sore from her past life still. She wishes she will not see her murderer.
• It's typically rainy all the time in town. They built a little shrine in the forest for her to help her stay dry
