Whisper is a bit hesitant to approach strangers, and unless those strangers aren't friends with anyone she know's, she'll stay that way up until they happen to somehow change her mind. She tries to be patient with tense situations, although sometimes she can grow restless and will resort to meditation to help ease herself. Overall she's great with kids, and enjoys being around both them and the spirits more than most adults, given her childish personality sometimes.

When it comes down to serious matters though, she'll follow orders so long as they don't conflict with her morals, and will aid those in a fight.

Background

(This was right after Aang had free's Haru's village)
Whisper was born between two airbenders that had fled Sozin's raid, and had grown to raise their own children, who then birthed Whisper. Her parents both being airbenders, taught her everything she knew, and upon her 16th birthday, she created her own move and was bestowed her own arrows. Weeks passed and during their travels they came across a market, and their parents found a merchant selling old air nomad relic's. They decided to follow the clues in regards to where they believed the trader to be. Only to be caught by a fire nation trap that which was meant to attract airbenders into thinking there were others. Whisper was able to get away due to her parents causing an avalanche to bury the squad that had came for them. And because of that she fled far away into the Earth Nation. The event had been so traumatizing for her that she had eventually found herself lost in the woods, and collapsed out of exhaustion and stress. During such a personal event she was blessed by a forest spirit, that which sought pity on her and took away her memories to ease her pain. Only to then later on be found by Haru. Where she was given the name Whisper, and taken in by his village where she stayed with them.

She was very shy and it was hard for her to properly stand her ground. But after a while of helping out the village, keeping it safe from other fire nation soldiers passing through. She was able to gain courage, and even adapted some of the customs of the Earth Nation. And considered Haru like a brother to her.

She ended up adapting the Earth Nation customs in place of Air Nation one's, despite Haru trying his best to offer her what he could in regards to whatever knowledge and wisdom he could find regarding the Air Nomads.

And yet, in a way, she still managed to find a way to slowly build up her air bending. Through many hours of meditation, and instinctual training. Training that she put herself through out of the pure feeling of familiarity.

Eventually when the Day of Black Sun came, she took it upon herself of joining Haru and the cause, even if she wasn't all that good at fighting on a large scale she could still offer some support. As well as the fact that that Avatar was there. She wanted to introduce herself and meet an Air Nomad, and learn more about the culture she had missed out on.

In the end she met up with the group, and upon their plan failing, she ended up leaving with Aang's group. Given the circumstances that an Air Bender like her wouldn't live through imprisonment.  During the span of her time with Aang she was able to learn a little bit more of Nomad culture, and was surprised at just how drastically different it was compared to the customs she'd adopted during her stay with Haru. She wasn't altogether ready to just change on the spot and thought that it would be best for her to take things slowly, and allow herself to change the way she wanted.

It was around this time she ended up perfecting the lost move that she had created to gain her arrows, and used it to help the others escape Azula. And eventually help in taking down the Fire Nation fleet ships.

Sozin's Comet

After the defeat of Firelord Ozai, she accompanied Aang and stayed with him, wanting to learn more and offer her services in aid to recovering and re-establishing the Air Nomad's.  It was only after several years of staying with him did she begin to feel that the Nomadic lifestyle that he had grown with, wasn't one for her. And it gave her conflicting feelings of wanting to be more, but not wanting to disappoint her teacher because of it. (By now she was 20 years of age) In the end she was visited by the spirit of Monk Gyatso, who told her that as an Air Bender, the choice of freedom was one that all Air Benders and Nomads acknowledged and helped her understand that even if she decided not to become a Nomad, her life would still forever hold worth by the choices she made herself.

She was also given a hint that she was needed elsewhere to help complete her spiritual journey. And with that, she left the Southern Temple she had been living at to go and seek her Destiny.

In the end she found a Village within the Earth Nation nearby to that of a supposed Haunted Forest. And attempted to explore the depths of the forest in search of the spirits. What she found was an oasis hidden to humans for the sake and safety of Spirits that still wandered Earth. The Forest Oasis.

There she found a forest spirit named Yi Shén the same one in fact that took her memories away in the first place. And asked the spirit to return them to her for the sake of her Spiritual Journey. As the lack of her past had been bothering her so heavily for the years since she'd awoken without them, had kept her grounded and from reaching enlightenment.

Doing this she was finally able to accept the reality of the past, and move onto the present and future.

She decided that she wanted to stay within the Forest Oasis to study and grow herself as a person while protecting it from humans that happened to come too close or get lost within it. Because of its vast difference in energy, time was slower within it, and with that, she aged slower. This is where she also met a Waterbender named Kia, who ended up becoming a close friend of her's after her stubborn repeated visits to the Forest Oasis barrier.

(By now she was 25 years of age)

By the time Aang had his first child, she had returned and told him of the life she was going to make for herself. Aang had been hoping that with completing her Spiritual Journey she would of returned to the Southern Air Temple to settle down and make a life for herself, but she denied in wanting to tether herself with a family. Feeling that in doing so she would be neglecting her new duties at the Forest Oasis, as well as not being able to properly foster a child and give them a normal life. While also being worried that in birthing another Airbender, she would taint the Nomadic philosophy and create a lesser lineage that Aang would disapprove.

In the end, she disappeared again, back into the Forest Oasis where she would stay hidden from the world and its people. Occasionally visiting her past friends through projecting her spirit.

Finally when Korra was born, Whisper was told by her mentor that an ancient evil was sure to arise during the new age of this Avatar, one that would disrupt both worlds. And set to training her to further aid Avatar Korra later on.

(She would be 30 years of age by then.)

After the entire ordeal, she would finally cut herself off from the Forest Oasis and end up travelling the world with Kia, wanting to see what she had been missing out on for so long, before eventually coming to stay with Tenzin and the remaining Airbenders. Choosing then to settle herself into the lifestyle of the Nomads and allow herself to train those in need of spiritual guidance. And allowed herself to fall in love with Kia.
