Jack is a (possibly undercover) cop, TOTALLY not a serial killer from the 1880's.
He's cold and calculating, ruthless yet eerily calming. Silent but deadly. Apathetic to a tee. Many things come up when one is to describe Jack. Many fear his presence, others are creeped out by his voice, some even piss as the thought of seeing that huge scythe of his be used. Frankly, he likes it this way. If most of the cops are all bark, he's the needed bite. Yet, this is not to say impulses don't get to him, oh they do alright. If he thinks even for a second you are a threat to him, his identity (or maybe Jill), your head be damned. He also tries to remain very secretive to the public, hell not even his wife knows his real name, supposedly because she has a stash of ice cream sandwiches she's hiding from Jack and she wont give answers...

Not much is known about this entity. If you have any leads, contact local authorities...
One day, there appeared a tall, possibly British man in the city of Sacramento. No one knew who he was or why he was here, but he came down, and soon he was a cop. Why is he a cop? No one knows. The only known information on his background is that he met his current wife, simply known as "Jill" or sometimes by her gang name "Jan-Jill," from nearly falling into a well.
That isn't to say there are no conspiracies on this man, the most appealing is that he is the serial killer from Whitechapel in 1888 dubbed "Jack the Ripper," and that he's trying to hide amongst the police force. This would make his presence even more confusing to officials however. Another thing brought up to prove this is the disappearances of prostitutes in recent times. One's body was soon found mutated. However, it seems like no one is stepping in to solve this issue, to be fair, he does appears to be the most competent cop in the city as of the time the document has been updated.
Fun Facts:
-He really likes his ice cream sandwiches, a little too much
-He does have eyes, its that the hat is so large it blocks the sun most of the time
-That scythe of his is 10'5, aka tall as fuck
-That rose on the scythe might have been given to him by Jill
-His relationship with Jill is that of "Only we can make fun of each other"
-He absolutely hates not having the power in the situation, be it past reading eyes or ghosts in general
-He doesn't seem to be hiding the ripper thing all too well...
