I usually use Gimp to draw and animate them. Tutorials such as https://www.youtube.com/watch?v=WqnXCrzI5To show a basic step by step I take. Usually, I will start with a 400x400 sketch before sizing it down depending on how small I was the pixel. I then add the base colors I want to use to different layers (hair, skin, clothing, etc). I then go back in the darkest shade of each color I use and make an outline around the colors. After that, I take a slightly lighter shade of the darkest color I used and make the general lines(arms, hair pieces, eyes, etc). Once that is done, I end up with a flat-colored pixel art with no shading. If I like it, I won't add shading, but most of the time I do. I will take the color I used for the arms/eyes/other general lines and turn the opacity between 20-50% in order to get a good shade color. I do the same with highlights however I use white and turn it down to 15-30% on the opacity.
Hopefully that somewhat makes sense of how I do a sprite.

Yes, it's completely free
Yep, just use layers as frames of animations and save it as a .gif
