Welcome to Victoris City, Oregon. A beautiful city, located along the north-western coast of Oregon. It was one of the first cities established during the time that the Quirk Phenomenon began to first develop. This city was built specifically around the growing Quirks that were developing globally. Buildings have been mechanically crafted to be easier to piece back together, should someone’s Quirk ever grow out of hand.
Victoris became one of the staples for how the rest of the world’s cities began to develop. Not just structurally, but politically as well. With the rise of individuals with Quirks, the number of “Quirkless” began to lessen. Quirkless people were, naturally, defenseless towards those with Quirks. This led to a massive rise in crime until the government decided to implement a system based around Heroes: those who would use their Quirks to save the innocent and uphold the ideals of peace.
High schools and colleges focused on turning Quirked individuals into Heroes began to sprout over different areas in the world. Victoris City - being more advanced than the other cities - was the first to receive permission to open such a school.
Thus the creation of Rosepine Academy. The first college-tiered school to open its doors to those who wished to become a Hero.
