what would it mean to co-own a character with a person who originally made the character?
what would i be able to do? would i be able to upload images and /or change the bio?

Every co-owning is different. It's fairly personal and usually up to the one who originally bought/has the adopt.
Some people let them do whatever they want with the character as far as RP goes, and images and stuff. Others might not be as lenient. It would be best to ask the person you're co-owning the character with.
If you mean mechanically on this website, I'm not sure you can edit anything directly pertaining to a character another person owns. You can upload an image and add the character to it, and the main owner can choose to accept it. I believe you can also add multiple authors to literatures, I've never done it so I'm not sure what the rules for that are but that may be an option to co-edit a bio.
