Something i've seen people do is make a sub gallery for reference images and place it at the top, so when people click on a character's full gallery the reference picture(s) will be at the top of the page. There's unfortunately no way to lock images in place permanently but you could go in and sort the images the way you want. although youd have to fix it everytime you upload new art...
