What do I do when commissioned artists vanishes?

So I commissioned two different artists at different times. One artists finished one fullbody piece and then deleted their accounts without doing the second fullbody commission I paid for. Another artist was paid $60 for three commissions and they also sort of vanished, not having posted on any of their social media accounts in a while. I tried to put a claim on paypal after trying to contact them multiple times but since it’s been over the time they won’t do anything T_T What should I do? I really don’t have the money to be literally throwing away $85 for nothing. I’m really sad about this and I just don’t know what to do.
