IC-wise I feel that Reimu is one of my most beautiful OC. She has been growing up in the entertainment industry and her looks was to be maintained since a young age. Currently she is a rising idol and also a model.
As for blinking or animated avatars, you just have to upload a .gif instead of a static image!
It's a bit tricky to animate with traditional but you can draw individual frames and plug them into an online .gif maker (that's how I do .gifs), but I'm sure there are people out there who have commissions open for animated icons!
The most basic blinking animation can be done with two: open and closed. Of course, it would be choppy, so you always want a "center" frame for the transition in between the movements. Then you can add on any amount of frames from the first frame, to the center, to the last as a transition. The more frames, the smoother it is.
I noticed you have a picrew image - I think the eyes option would allow you to have closed ones so if you saved the two image you can make a very rough animation!
