Buyer Beware: Lottesu/Mosu (12.30.19)

Please do not harass the artist. This is only to be served as a beware for future commissioners.
This will remain up until the situation has been resolved. This is my first time being in a situation like this so please let me know of any mistakes I have made or if this does not warrant a beware post. I tried to make this as business/professional as I could but if any statements seemed to personal to be in this psa, please let me know and I will adjust it accordingly.

Who: Lottesu (DA), Mosu (TH), formerly mosuoo on DA
What: a commission order of 8 chibis = $120 CAD
When: Ordered on June 9, 2019 and is ongoing

Timeline:
On June 6, I expressed interested in ordering a commission from them. This is how I found out their deviantart account.
On June 9, I asked about their buy 4 get 3 chibis free deal (I would like to clarify this - some artists I've worked with had allowed for multiple orders in different times to count towards a deal like this; it is like a points card if that makes sense?) In this case, you would have to purchase all 4 chibis to get the deal. I decide to order one chibi and expressed my sadness over conversion to USD. To my surprise, they were Canadian as well and asked if I wanted to pay in CAD instead. They also offered to add another chibi onto the deal. In hindsight, this deal should have been too good to be true but they were actively posting in deviantart so I went through with the order. I double check with them whether this is okay and express my joy. They reassured me that it was okay. Since I will be paying in CAD, I told them that I would love to pay the full $120 then. I paid in full and they said that they would be focusing on commissions after two weeks as they were still a student.

On June 17, I check back with a custom outfit reference that another artist had just finished. They replied saying that they were still a student for another 2 weeks but after that, they will focus on my commission.
On June 30, they sent a pm letting me know that they were still working on my commission and that they will send wips this week. I did not receive any wips that week.

On July 24, I check back in with them as I haven't gotten any wips yet. They replied that they were just finishing up another order but they did have a sketch done. They also asked if I wanted their discord for easier communication. I accept.

From here on out, all our interactions took place on discord. All discord interactions screenshotted. All the dates below reference these screenshots.
On July 27, they said they were back to working.

On August 6, they said that they would give me a colored sketch this week and should have 2 chibis done by next week before their surgery. I did not received a colored sketch that week or the 2 finished chibis the week after that.
On August 18, they said that they would start working on Tuesday after being bedridden. I express wanting to see wips because I have not gotten any yet at that point.
On August 20, they said that they would start working on Wednesday or Thursday.
On August 27, I ask for an update. They replied saying that they needed to get back to the flow of things and that they needed to work on adopts because they will be "focused on commissions and won't have any form of extra income." I said that it was okay but wanted to see the wips.

On September 5, they said that they were just discharged from the hospital and would start working on the commissions on the weekend. They also said that they would hopefully get some sketches to me by then. I did not received any sketches that weekend.
On September 19, I check back in after 2 weeks with no wips in sight. I ask for a wip.
On September 25, They replied that they were trying to pay their hospital bill and would give me the sketches this week or next week. I did not receive any sketches that week or the week after that.

On October 14, I sent them a message being concerned. I was promised a wip since way back in June 30 (August 6 on the image because I forgot to account our TH interaction.) but I haven't gotten any wips. I asked whether we could make the order smaller and manageable or to be refunded.
On October 20, they finally gave me a sketch of a general pose. My character was not drawn into the sketch yet.
On October 25, they said that they would get 3-4 sketches to me that week. I did not received any sketches that week.

On November 9, I gave them an ultimatum. I requested for a full refund by the paypal protection date of December 6, 2019. I also pmed them through toyhouse and deviantart so that they could see it as soon as they can.
On November 10, they asked for the deadline to be extended to December 15. I decline and they moved me to the top of the queue We also continue talking on discord as well as deviantart.
On November 25, they decide to refund me and we discuss a payment plan since they could not refund me in full at the moment. I ask for it not to go over my buyer protection date. They said that they could not pay in full at the moment but they could pay it by full in a month or so. Against my better judgement, I allow for the one month payment plan through an invoice. Our new discussed deadline was on December 30.

On December 21, I reach out to them as they haven't made any payments yet and there was only 9 days left until our discussed deadline. I reached out on both discord and deviantart.

From here on out, our communication moved to deviantart where they were more active. All DA interactions screenshotted. Once again, all dates reference these images.
On December 21, they replied that they are working on adopts to be able to refund me and they hope to pay me back by December 30. On December 30, I reach out again as today was the deadline. They have not made a single payment to me this entire period. They're working on adopts but they'll "let me know when [they] can send the money." And that if I could do a chargeback to charge them back. I could not as I have told them numerous times that the end of my buyer protection date was on the 6th. At this point, I get more heated and emotional (I know I should not have been) and I state that I will be making a buyer beware. They will send the money when they can.

I am aware that the timeline I gave was long but I feel that it is relevant information to show that I have been promise numerous times over the 6 month period for wips. I received only 1 general sketch. I gave them a month to pay me back (a deadline they accepted) but no payments were done in that period. I am currently waiting for my refund. I wrote this psa in hopes that no one else will find themselves in this situation. Once again, please do not harass the artist involved. I only want this matter to be resolved. I hope that this psa can push them to resolve this faster.

Update (02-26-20)
2 people have also come forward with similar issues.
I've also sent the artist a note back in January but they have not read it yet as of today. I will be reaching out to them on discord as well as here to see if they check any of those platforms. Thank you to those who shared their experiences and I truly hope this situation gets resolved soon.
