Okay! So I rewatched the episode 11 PV again and I have a theory.
Based on the order of the scenes and how the other PVs are ordered, it pretty much goes through each scene chronologically. In other words, the final moment in the PV with Rei and Kazuki will happen after he gets shot. So, here’s what I think happens.
Rei is ordered to kill Kazuki. He’s forced to bring Ogino with him, like in his last mission.
When they reach Kazuki’s location, Ogino takes the shot but ends up missing and/or does so on purpose to ask for Kazuki’s final words, but when he’s about to take the killing shot, Rei puts his gun against Ogino’s head, which is why he looks so shocked in this frame.
This explains why Kazuki is so nonchalant in this frame because Rei has his back. Just like always because he’s his partner.
Which leads to the final scene. Ogino is going to die this episode but that officially makes them traitors of the organization. Kazuki probably doesn’t understand what happened or that Rei was given special orders to kill him.
It’s only when Rei spells it out that his boss directly demands he die that Kazuki fully understands what just happened and that Rei risked everything and went against everything to protect him. It will also jumpstart their mission to end the organization because there’s no going back now. Rei chose Kazuki- his family- over his family legacy.
Which leads me to the significance of the episode title, “Everyone Will Be Hypocrites.” Rei goes against his training because he has changed. Rei was taught to be emotionless from birth. He was treated and raised to be a killing machine, a tool, not a person. But now, because of Kazuki and because of Miri, he has found love and learned to love; he’s now going to fight for it. Thus, making him the biggest hypocrite of them all.
