Ran by the eponymous Cleo Running Elk, this group is one of the most influential in Los Santos' underground scene. Cleo's rise to power was fast enough to give any average criminal whiplash, and how exactly she managed to do it is anyone's guess. What is known, however, is that her group has many uniquely specialized individuals in it's ranks, and is surely not anything you'd want to mess with. Her and her team typically function out of their nightclub, The Palace, which sits on the far west side of town. If you have need for her, she'll be there.
