It's the Red Cat mostly known from an obscure Sonic ROM hack... actually two
Genderless, loves summer weather and warmth, favourite food is Francesinha.
Adult Pallas-Sand Cat, a dwarf in terms of size, recommended height of 55cm (1'10) but can be any size you feel fits best in a given situation.
Whiskers are optional but preferred, keeps folk from confusing it with a fox / dog / bear... and if people do still confuse it for any of em, just play it out like a gag, think of the Angry Beavers running gag.
It normally cannot talk, only miau (preferably sounding like FM synthesis), may communicate either through pointing or with a clicky text-to-speech keyboard when available.
May exhibit toony properties, such as being squishy or having funny sound effects on random actions, usually akin to a chew toy squeak. Any abilities and skills may scale up through mood and outfit, for example : a good mood may increase the chances of preparing breakfast if uninterrupted and may get accompanied with music and a dance routine, an apron can guarantee it.
If flattened, burned to ashes or cut up, it'll return back to normal either when nobody's looking or after some time passes, usually influenced by how long the event lasted.
