they live in a world where there is no "ocean" -- the surface is dried up so everyone lives on small islands or airships in the sky. despite the lack of any large bodies of water this kid loves to fish! because there are fish that live in the sky, so he can fish in the sea of clouds... so he sets out on a journey to fish up the legendary Sky Whale which can grant his wish to bring back the ocean.
