When in Disguise as Bill:

At first glance, this 'Bill' may feel a little off. He seems better-spoken, his clothing is neater, and his chin rests a little higher than usual. With a soft smile that's a tad too disgenuine, and a blunt, almost nasty words, spoken in a pleasant tone, Constable- as he prefers to be known- gives off a disguised air of superiority. Where-as Bill is usually a bit reserved, confused, and almost lost, this 'Bill' knows what he's doing, what he wants, and where he wants to go.

... and it's always when he's wearing those glasses.

With Open as Himself:

Cedric is rarely open as himself, but to those who know he's there, he presents he as he (to a point). He's dropped the weaker accent that his host adorns, and speaks with an airy voice; far more posh, far more refined, words often delivered in confusing riddles over clear structure. His posture is straighter, his chin even-higher now, and his smile seems more real... but in its authenticity, it's almost more concerning.

Cedric, you see, is always watching, and calculating, like a cat figuring how-best to understand and mess with their pray. He craves mind-games to fight his boredom, and seeks information to protect his System from outsiders; and these conciding, can lead to a subtle prying into the lives and businesses of others.
