Characters from an old story

In a world where a small percentage of people have the ability to shift between human form, and wolf form, the government is trying to figure out how it works through human experimentation. Freshly escaped from one said facility, wolf shifters Phin and Klaio are on the run, but when their pursuers are also shifters, it makes it far harder to hide.
