They have the final say on the pack; they rarely get involved with more trivial matters and tend to stay out of sight. Sometimes the guardian will get called upon to handle problems the main pack cannot handle alone - but usually prefer to get things done with promptly. In some cases they're the founder of the pack, have a contract with the founder or have some alterior motive
