I'm making a hero universe & need a lill help/characters to fill it lol

The working name for it rn is 'the hero project' made up of (right now) 2 types of 'heros' consisting of powered beings & normal ppl

• • The working names for the two types are heros & saviors 
  • Heros have strick rules they have to follow but also a lot of political amenities 
  • Rules for heros include cooperation with local police, being first responders, & My favorite the 'no man left behind' no man left behind is literally they have to do everything they can to keep everyone alive (this is more lax on saviors) 
  • Yes there is an anti vigilantly unit, however they are technically feds
  • Hero training however, is done by privately owned companies 
  • There are many companies that either employ, sponsor, or are fully operated by heros, tho thoes are usually owned by saviors 
  • Saviors is only a tittle, however no normal human has ever gained the tittle (& never will) 
  • The boys in blue are built different & can take down a hero if need be (villains too, that's why heros gotta be their first) needless to say the prisons are basically impenetrable dudes just be going on parole & starting stuff, tho escapes do happen 
  • There are all types of heros & you can typically tell who employs them by the style of their costume 
  • Unlike heros, saviors are directly held accountable for their actions. Their families are not allowed to know thier line of work (if they already knew said person was a hero their minds will be wiped) a saviors face is always covered somehow 
  • Saviors rarely mobilizes, typically heros are more popular to the public, tho most heros (& families) do have a savior they simp for
