The Scarlet Flags foxes don't claim territory on the mainland, they tend to camp on island outskirts and continue moving as to not push their luck with locals. Sometimes a new member will come owning land, but it's never used by the bulk of the crew and those members tend to leave soon. It would be wrong to say they "own the ocean" or that "the sea is their home" because that isn't where they feel at home, the water is more the vessel for them all to meet. To them, the only thing they own is their ship, and trading ports act as second-homes.
