a city is plagued with sporadic killings, and despite the police force putting their full efforts into tracking down the culprit, they lack any suspect. the killings have some traits in common which link them: an untraceable call from a person using different and undecrypteable voice changers is always made to emergency services, rambling and taunting. victims which are for the most part associated with labour movements (adjacent or direct), unions etc. or tangential to people involved in them, as well as critics of certain figureheads in popular culture.
