The year is XX86, 20 years after a civil war that had changed the course of the lives in the country forever. A mysterious phenomenon which strips people of their humanity and turns them into unpredictable forms of monsters has become the greatest threat and fear of the population. To combat this, the Public Safety Bureau was established across the 20 districts of the Capital to manage any magic-related phenomenon and incident, and to ensure the wellbeing of the population.
