The saints department consists of members of all rankings, from rookies to captains. Saints are sent out with high strategos members on some missions, unless said missions are too risky for saints to be a part of.

Ranking is as follows: captains > generals > adepts > rookies

Captains who prove to be exceptional at their jobs and are capable of making rational decisions without risking a team have the potential to be elevated to the high strategos department.
