re: your question, i would not send unfinished artwork in any case! for the same reasons as before. from the client's perspective, if they pay you to do a portrait for example, and receive some money and a sketch, that isn't really going to cut it from a professional POV. i'm not sure what they're meant to gain from having unfinished work; i definitely wouldn't allow usage because the thought of them paying someone else to finish my work is... upsetting. i have a 0 refunds policy even if i haven't drawn anything because i consider the correspondence and the scheduling etc all part of my job, and that needs to be compensated.
