The "Neutral Zone plot" is a non-canon plotline that's related to the Elysium Field universe originally concepted by @chie. This Neutral Zone is within the spirit world/Elysium Field, so only Venia, Hanakomi, and Devora characters can participate.
SETTING
The Neutral Zone is an area in the Elysium Field that's between the Sun and Moon Venia territory. It's a lawless zone that's not under the constraints of normal Venian society. As such, it's not uncommon to see Devoras walking around; people are left alone so long as they're not being overly disruptive.
The Neutral Zone is made up of the following districts:
- Dining District - restaurants, cafes
- The Gourmet Gurus are a mafia-like group that strictly regulate what kind of businesses are able to exist here; they exert power through extortion and violence and are extremely picky about food; generally, the Dining District leaders leave them alone
- Entertainment District - Red Light services, music/arts
- Market District - marketplace and bazaar selling all sorts of goods
- Industrial District - artisans, craftsmen, etc
Each district is further divided into subdistricts; these districts and subdistricts have elected representatives as leaders, but we'll leave that (as well as what kind of and how many specific subdistricts there are) up to the participating RPers so if you'd like to have a character who's the leader of the Chinese food subdistrict, go for it! Within each district, there are areas for housing. People generally stick to the district where they work, so if they own a shop in the Market District, chances are they live there, too. There's a fifth area that's just the slums where all the poor people and migrant workers tend to gather.
The District Leaders often meet to make loose decisions about borders, etc., but don't have the power to dictate what people in the Neutral Zone do. Their job is simply to convey the wishes of their constituents—they don't actually have political influence on a grand scale. The Neutral Zone is basically an anarchy.
PLOT
As of right now, there isn't a huge overarching plot. Thus, RP will mostly be focused on resolving more personal conflicts between characters or their day-to-day lives. Think Gintama in terms of structure. It's currently the year 1028 EF. The peace treaty between Devoras and Venias has been in effect for 50 years (effective since 978 EF); it's still somewhat uneasy, so fights can break out between species, but it's generally peaceful.
