Hi! I'd like to preface this with a strong note that this PSA was not made with the intent of harassing, attacking or otherwise bullying this user.
That being said, I have tried to capture chronologically my interactions with this user. However, quite some time has passed and I have since remade my deviantart account, so some notes might have been lost;; The sta.sh folder with all the screenshots is here. These will be linked back to throughout the PSA.
I first expressed an interest in sugyomi's commissions in July 2018. I sent them a note about it and was placed on a waitlist; they finally had time to take my commissions in August 2018. I ordered a PWYW sketchpage and a chibi from them, totaling around $60.
Commission details were finalized around August 16th, 2018. They sent me an invoice around that time, which I paid a few days later. The delay was due to my being out of town and also having some problems with my PayPal at the time. They acknowledge receipt of the payment on August 31st.
Sugyomi sent me sketches for both commissions on September 1st (!!!) (also in this note it's worded as though they got both commissions done but they were actually referring to the sketches, if you would like to check for yourselves I believe the sta.sh links in the note still work).
I remade my account around this time (Rozenblats > naginiscloset). Prior to this I had sent out a mass note to sugyomi/various other people informing them of the move. They did not contact me at all on my new account. On November 30th, I sent a note asking for a progress check.
In the same screenshot, you can see that they replied rather promptly, citing wi-fi troubles. At this point, it is important to note that no progress had been made since September, when they sent me the sketches. However, they promised to complete the chibi commission (or at least, the lines for it? IDK the wording was kinda ambiguous) by "tomorrow."
Also around November 2018, sugyomi posted a status update apologizing to commissioners for the delay, as they were dealing with family troubles and depression. Tweets along the same line were made on Twitter.
Sugyomi's last tweet and Instagram post were made in December 2018. As far as I know, their last known activity on dA was also late-2018. However, I do not have access to their private Insta and do not know if they have been posting there.
As someone who has dealt with both before, I honestly felt really bad chasing them about the commission. I figured that since they had sent some sketches they had to be working on it. So, for the next five months, I did not send any more notes asking for updates (something that I realize I should have been stricter about in hindsight).
In May 2019, I finally sent another note asking about progress. I also expressed that I would be more comfortable with a refund if at all possible as it was nearing a year with no updates, and they did not seem to be in a state where they could responsibly complete commissions.

It is now far too late for me to open a dispute with my bank, so I essentially have no way of getting my money back. All I can do is hope they reappear one day and we can get this settled. I'm incredibly sad about it but I've accepted it as a loss I have to live with.
Since their account(s) is/are pretty dead, honestly I'm not sure if this PSA is even necessary as I doubt they will be taking on more commissions... or maybe that's just me being optimistic.
BUT if anyone knows of any way I can get in touch with them/anything I can do to resolve this situation, please let me know ;__;
