Despite being a Pokemon, Orson is a high-ranking member of the nefarious Team Rocket. His secret to success is that few are aware he is a Pokemon. Using his psychic powers, he has others seeing him as a human, though one that also strangely resembles a Beheeyem. A fact that very few question considering how high-ranking he is. Unable to speak English, Orson also uses his psychic abilities to have others speak for him. He will not speak a word himself, and that leaves others feeling slightly uneasy.
Orson's goal within Team Rocket is simple. He wants to assist them in taking over the world, and wants a slice of it for himself when that happens. He doesn't much care if other Pokemon are hurt or exploited in the process, and has even assisted fellow members in doing so. There is little he will allow to get in the way of achieving his dreams.
Like any Pokemon, Orson has a set of moves he can use, if he so desires. Orson knows Psychic, Calm Mind, Synchronoise, and Recover. He finds the last to be particularly useful, and the other members are always amazed at how quickly he is able to heal when injured.
