Neo is sassy, mischievous, and tries to be a wild child but really he's just a little sweetie.
He calls everyone love and sweetheart, even saying it sarcastically to his enemies. 
He can be silly, playful, and cute (as well as flirty) around the people he likes. He wants to be in a cuddly, innocent relationship.  
Neo tries to keep it hidden, but secretly he's socially shy and has trouble with new situations and surprises. One of his flaws is that he needs a lot of affirmation from others.

When in danger or upset, hes easily scared and needs comforting. He tends to get himself into trouble, but can't get himself out, and relies on others to bail him out. 
He's also really short and lightweight, which makes him fun to carry. 

Story: Neo is a boy with cat ears and demon horns created in a lab. He was able to leave and transition into society, but was found by a circus immediately. The promised him money if he worked for them, and being naive, Neo believed them. Instead, he was thrown in a cage and treated like one of the animals, not permitted to speak at all to keep any audience members from trying to help him. 

One day Seth Sharpie went to the circus and saw him. He snuck back into the circus that night and freed Neo. He was allowed to live with Esme, Wesley, and Seth.
