He's a psychic creature; one of the few things that Prince is actually afraid of (Prince probably should not try to steal people from Ataraxis' realm :P). He's kind of a 'ruler' - but in reality, his realm is so weird and lax... anarchy rule there more than anything else. Ataraxis only shows up to intervene if something horrible is going on, so he's less of a leader than the realm authority I guess.
