Ok, I got an idea...
After the war, the Grimleal still exist as a problem, hidden away as Grima once again slumbers by Chrom's hand. Still remaining with the Shepards, Kellam works harder than ever to ensure the ease of their current mission: Repairing relations with Plegia and Chon'sin. It is a massive undertaking and many dangers still remain, hidden away from searching eyes.

Henry and Tharja both come from Plegia, so they are valid options.
Also in the spotpass you can recieve Gangrel and Adversa so they could techincally still be the rulers (or just one of them...) What sounds best? ( I kinda like Gangrel trying to be a better person, failing spectacularly and having to be supported by the Shepards.) [a-brilliant-loser]
I think your Gangrel idea has the most merit. Especially because him failing spectacularly is so amusing.
technically MU can also be a candidate since her dad was ruler but she would probably run away screaming lol
