"Phoebe left my care when she was thirteen, haven't seen her even a glimpse since. Word is she killed her first 'slinger at fifteen and she's never stopped since. Killing Gunslingers like mad, killed more than most people have even met. I always wondered why she did it. For fun? For money? No idea. I'm not with her, friend, she don't have a crew and don't work for no one. Damn crazy, but she's lived this long all by herself, she must be doing something right. Oh, right, she's a Thirteenthist last I heard, maybe she's killing all those people for religious reasons? I dunno, I'm not a Thirteenthist either, would I be just sitting here talking with you if I were? Buy me another round and I might have a childhood story about the great Oni. All I can offer."

Phoebe’s parents were killed by a Gunslinger. Custody of young Phoebe regularly passed through her parents’ associates, or rather... their accomplices. A less than savory upbringing left her with a rather unorthodox set of views and a burning hatred of all authority figures, lawful or otherwise.

 Early on, Phoebe found she had an unusual knack for killing Gunslingers. Her first granted her a Stellar  Armament at the tender young age of 15. Little is known of how she managed it. She would later convert to the Church of Thirteen Stars, an unorthodox sect of the Twelve Stars that also reveres the taboo thirteenth star, Nemesis, god of destruction, hatred and pain. This would probably explain her very frequent clashes and murders of other Gunslingers.

 She became particularly feared as a duelist and earned the nickname “Oni”, meaning “demon” in her native tongue. Word has it, that she has killed twenty-three Gunslingers and other wielders of holy relics to date, which would make her the deadliest killer of such in three generations if true. Of course, confirmation is more or less impossible at this point, and the famously unfriendly Oni is rarely willing to talk about anything, much less her criminal record. But it is known that she has made a generous living thus far off Stellar Armaments taken from fallen Gunslingers, sold to the highest bidder.

 Oni wields White Heat, a Stellar Armament representing the Fire aspect of the Blood Star.
