Backstory 

A physical manifestation of a rainbow the formed brightly at night.

An odd phenomenon where a rainbow light up the night sky. And through this phenomenon Tobio was found at one end of this rainbow as a baby. A theory is that Tobio has or had a twin born on the other end of the rainbow...but that end lands in the ocean and it's left to wonder if that twin would have drowned..
