Ocelinic is a country that idolizes farmers and other food makers, since for most of its history it had very little food. If you became a food producer, you'd get tax exemsions and would be seen as heroes, as well as be given free money every fortnight and be above the average consumer when it comes to hierarchy.
Also, Ocelinic isn't exactly a democracy. Every time someone does something amazing or innovative, they become next in line for power, no matter the general reception to them is. There have been exceptions were the people overthrew the current ruler, but for the most part they are complacent.
