This yellow swirl is an ENA's essence - the soul.
When observed closely, it showcases the happiest moments of the ENA's life.
After a Task Manager performs a deletion to an ENA, they must remove this essence from the ENA's body and toss it into the River of Code. Currently, many of these yellow swirly souls inhabit the River of Code, causing the body of water to illuminate.
Souls can also be seen on Vango's cape, which is why she survived when she jumped into the River of Code.
