History

Not much is known about his user but it is known that his user acquired New Order through a stand arrow, and he is a very important person. New Order lives to serve his user, loyally obeying whatever his user tells him to do. 

Personality

New Order is a happy-go-lucky stand. He can talk and does speak sometimes, whether it be for his user or to Blue Monday. However New Order is often too excited for no good reason and his speech only comes out as gurgling. He isn't very intelligent, and is more the brawn of the duo.

Skills and Abilities

New Order's main ability is to slow down time up to 50% for up to 5 seconds for everyone except himself and his user. Other than this New Order has incredible strength and speed, but is lacking in range. He can only travel about 10 meters away from his user. One feature that sets him apart from his original universe counterpart is the fact that he excels at swimming underwater. This talent is not often used, but is notable as it is one of his favorite hobbies.
