A very cheery individual. Can be charismatic, and hyperactive like a child. Donna can be serious and a take charge leader when needed. Is a joy to be around, is caring and strives to always be there for her friends.
She doesn't believe in the death penalty, unless as a last resort when everything else fails. She's currently trying to better Mio, even when everyone else finds him a lost cause. Is against violence.

Background
Grew up with a police officer father and a strong sense of justice.
She met Mio when he moved in next door to her. Donna loved hanging out with him, but eventually, he stopped letting her come over to his house. Donna stopped seeing Mio altogether after her family moved towns for her mother's job. She tried to keep in contact with him but gave up after a while due to radio silence on his end.
After finishing school, she moved back to her childhood home to work for her dad's old police agency. Donna caught up with Mio after he got arrested. She's currently working with Mio to help him fit back in with society.

Mio Mio and Donna were childhood friends, wanting it to be something more; but neither of them wanted to step over that boundary, lest it was a misunderstanding.
Donna always knew about Mio's troubled home life and was constantly begging him to come forward about it. Mio refused since he didn't want to get Donna involved, to save her from being hurt.
It broke Donna's heart the day Mio was tossed out onto the street, causing him to run away. She knew that his troubled homelife would cause him to turn to more dark means to survive. So when she joined A.R.P.P., she kept an eye out for him.
So it was a surprise when a beaten up mutt matching his description was brought into custody. An even bigger surprise was how handsome he had become as an adult, somehow the street life didn't disrupt his growth.
Donna won't admit it to anyone but her childhood crush was the leading cause of her wanting to take on Mio for their new Criminal rehabilitation program.
Mio has gotten Donna to come out of her "goody Two shoes" side. While she never went too far, she has done some questionable things.
Donna and Mio argue like a married couple sometimes, some time it gets VERY heated, other times it just turns into sobbing from both parties and cuddling.
Donna finds Mio kind of cute when he isn't being a sarcastic jerk.
