Originally full wraith, living on the wraith hive ship under control of Hive Queen Jura >:3c He was one of her personal guards (among other things)

How he ended up at the SGC
During a hibernation period in between culls, the ship was awoken abruptly by a stargate team. Like wasps waking up after the fading winter, the wraiths were grumpy, and hungry. A new culling spree was issued, and all the inhabitants of the planet they had chosen to roost on were fed upon, the life force of each and every one of them drained away, but still the wraith continued to hunger, and set course for the next planet within Jura's territory. The next planet was much more prepared, even going so far as calling in the SGC for aid, and a massive battle errupted. Cooper was captured by the SGC (Trevor) rather than killed, reluctant at first, he cooperated eventually, proving to be a decent source of information, he was brought on a mission as an expendable, but further proved himself to be an asset the SGC could make good use of! Now they had a live wraith who was willing to be studied, could work well with others, and could potentially act as a connection between races.

His role in the SGC now
He's mainly stationed at the Midway, a space station that sits at the halfway point between the Pegasus and Milky Way galaxies, it's the midpoint of a 'space bridge' constructed of multiple stargates, allowing easier transfer between the Earth base and the Atlantis base, on the same team as Trevor, most likely doing a lot of escort missions to protect the scientists doing research out in the field on other planets. He also acts as somewhat of a mediator for on-going wraith studies. The SGC has been working on a way to 'humanize' the wraiths so that they don't need to feed off of life-forces to stay alive, and he was the first and main test subject, he was able to get in contact with his queen, and convince her to allow them access to her files and other wraiths for testing (willingly of course) Differences in morals and such still cause flare-ups between the hive and the SGC, and Cooper often gets stuck in the middle trying to help come up with solutions. 

Other: When he gets bored on missions and there's nothing going on, he'll tell dumb jokes over the radios.
